Zechariah 1:18-21
"Then lifted I up mine eyes, and saw, and behold FOUR HORNS. And I said unto the angel that talked with me, What be these? And he answered me, THESE ARE THE HORNS WHICH HAVE SCATTERED JUDAH, ISRAEL, AND JERUSALEM. And the LORD shewed me FOUR CARPENTERS. Then said I, What come these to do? And he spake, saying, THESE ARE THE HORNS WHICH HAVE SCATTERED JUDAH, so that no man did lift up his head: but these are come to FRAY [meaning to alarm and frighten; i.e. terrorize] them, to cast out the horns of the Gentiles, which lifted up their HORN [the Antichrist] over the land of Judah to scatter it."
This passage speaks of two sets of "four horns" each. A horn in the Bible is a type of a seat of power. The first set of horns are they "which have scattered Judah, Israel, and Jerusalem." This has already been partially fulfilled in the past by 1) Assyria scattering the 10 Northern tribes, 2) Babylon taking those who remained into captivity, and 3) the Roman Empire murdering and selling Israel into Captivity after their returned from Babylon. However, now the forth and final scattering of Israel seems to have a doubble fulfilment in that it seems that it is being fulfilled by "The Quartet" which is seeking to part the Covalent Land of Israel. The Quartet was established by President George Bush in July 2002. The Quartet consists of these four entities:
1. The United States
2. The European Union
3. The Russian Federation
4. The United Nations
The Bible does say that the end time fulfilment of this prophesy will involve all nations (Zecheriah 14:2; Isaiah 34:2; Psalm 118:10; Joel 3:2).
